The Parliament of Canada enacted the Corruption of Foreign Public Officials Act (CFPOA) in 1998 in response to international criticism that it was not doing enough to combat bribery, and to satisfy its obligations under the Convention on Combating Bribery of Foreign Public Officials, which Canada signed in 1997.  The purposes of the CFPOA are to halt the bribery of foreign officials, restore public confidence in the integrity of the Canadian business system, reduce the cost of corruption, and promote stronger and more reliable foreign legal regimes. The Royal Canadian Mounted Police (RCMP) has established two international anti-corruption units, in Ottawa, Ontario and Calgary, Alberta, that are responsible for CFPOA enforcement.

In 2013, the Canadian government amended the CFPOA to provide for stiffer penalties and to strengthen its ability to combat corruption. With these increased enforcement efforts in place, organizations need to be careful when dealing with foreign officials. One of the best ways for an organization to stay out of trouble is for it to adopt and continually manage a comprehensive anti-corruption compliance program. This includes training employees on appropriate and inappropriate business practices, maintaining accurate records, and providing a mechanism for reporting violations.
